CCM: Shortage of pesticides on micro crops to be eased effectively in China 07-25-2016

In March 2016, the Institute for the Control of Agrochemicals, Ministry of Agriculture of the People'e Republic of China (ICAMA) issued the notice to seek for public opinions about the List of Combination of Special Micro Crops and Pesticides.


There are 2,628 combinations of "crops + pesticides + insect pests and plant diseases" included in the list. It is reported that along with China’s strategic adjustment on its agricultural structure, micro crops embrace rapid development based on their own unique advantages.


However, affected by pests and plant diseases, both the yield and quality of micro crops decline, which has been an increasingly outstanding problem in developing the micro crops. Therefore, how to apply pesticides on micro crops scientifically and safely is an important issue facing China and is also an issue to which pesticide registration & management departments should pay attention.


The list will effectively advance China’s pesticide registration of micro crops and it also symbolizes that the shortage of pesticides on micro crops will be relieved effectively.

 
According to the released notice, ICAMA said that in order to accelerate the pesticide registration on special micro crops and provide examples and guidance for all provinces to test the pesticides used on special micro crops, it issued the Notice to Collect Short-supplied Pesticides Used on Special Crops on 16 Sept., 2015 and ICAMA received plenty of feedbacks as R&D institutions, pesticide enterprises and other sectors showed great concern on and actively took part in the collection.


After that, ICAMA organized the experts who work on managing vegetables, edible fungi, Chinese herbal medicines and pesticides to demonstrate the list, and to supplement and complete the list after the comprehensive knowledge about the tests and registrations of the pesticides used on special micro crops in all provinces.


Finally, the list involving 2,628 combinations of "crops + pesticides + pests and plant diseases" was completed and now ICAMA is seeking for public opinions about this list. 

 
In China, there are a wide variety of micro crops and many of them are the pillar industries in some areas. According to the survey conducted by the MOA, there are nearly 150 common micro crops, including special vegetables, melons and fruits, Chinese herbal medicine, edible fungi, coarse cereals and beans, and oil plants, but there are over 200 kinds of insect pests and plant diseases.


In recent years, although the planting of micro crops in China is more and more intensive and concentrated in large scale, the occurrence of insect pests and plant diseases on some micro crops is increasingly frequent and serious because of the short supply of suitable pesticides, the pesticide misusing, the pesticide abusing and the lack of alternative formulations.


This not only will affect the safety production of the micro crops, but also will impose a severe threat on the quality safety of the micro crops.


Experts analyzed that there are two reasons responsible for the fact that the registration of micro crops is disproportional to the development of micro crops.


Firstly, it is the economic benefits. The planting areas of common staple crops are more than 666,666 ha (10 million mu), while most micro crops only spread in one or two provinces. Therefore, related amount of pesticides applied on micro crops is very small.


Besides, the occurrence of insect pests and plant diseases in different areas is different, which is hard for pesticide producers to make sure the output of pesticides. If the pesticides produced are not applicable to the local crops, producers even risk being accused of producing fake and poor-quality products, so many pesticide producers are unwilling to apply for the registration of micro crops.


Secondly, the amount of pesticide residue on micro crops has not been stipulated yet, even there isn’t any scientific or just judgments in the international market. Thus, it is prone to do harm to the safety of customers and arouses disputes. In addition, due to the high costs on pesticide test and registration and the small sales volume of products, pesticide enterprises are unwilling to register micro crops as well. 


In the face of the disproportion between the pesticide registration and development of micro crops, Chen Youquan, deputy director of the Planting Industry Management Department of the MOA, ever said on the 8th China High-level Forum on Pesticides held in Liuzhou City, Guangxi Province on 17 Sept., 2015, "In terms of the registration of micro crops, MOA was going to relieve the burden on pesticide enterprises through formulating the list and encouraging enterprises to register micro crops".


Chen Youquan also detailed the formulation of the list . It is that the MOA will adhere to the principle of highlighting the key points, tackling down the easy obstacles before the difficult ones and advancing the work steadily, and carrying out surveys on the variety of micro crops and on the pesticide application in controlling insect pests and plant diseases.


Through the surveys, the MOA can determine the catalog of micro crops and explicitly classify the catalog of insect pests and plant diseases in groups. It will also help the registered pesticides in the same group to get crop-expanded registration and even will encourage related institutions and pesticide enterprises to launch combined tests. 


To be specific, the MOA will arrange special funds and organize all provinces to conduct surveys on the variety of micro crops, the occurrence of insect pests and plant diseases and the pesticide application. It will draw up the Catalog for the Short-supplied Pesticides on Micro Crops and Insect Pests & Plant Diseases, and lead all provinces to carry out the pesticide registration test on micro crops.


Also, it will arrange experts to study on the groups of micro crops and related insect pests & plant diseases and to formulate the Catalog in Group for the Insect Pests and Plant Diseases on Micro Crops. The MOA will select a batch of registered pesticides to get crop-expanded registration in group. In regard to those pesticides failing to go through the group registration, the MOA will implement combined tests and collect the pesticide residues and the test data of the pesticide effect.


After that, it will handle special cases with special methods and concentrate the appraisals to speed up the examination and approval. 


Now as the ICAMA publicized the list, China’s pesticide registration and the development of micro crops are expected to progress ahead
